I run Winqvt and wtalk11 with no problems any longer (i.e., since I have
installed the pre-release tcpman.exe.

No, it can't be fixed on an ISA bus system because it is a limitation of
the DMA architecture in the ISA bus spec. However, most OS's for which
this would be an issue (OS/2, NT, etc) have workarounds at a performance
cost.
As was previously noted, EISA, and PCI systems don't have this limitation,
and VLB may not, although VLB is not that great at bus master DMA performance.
It seems as though PCI is the way to go these days.

NT is slow no matter whiich disk system you use.

I know of at least 2 apps that kill a task that does not have a window. The
Microsoft Developer's Library CD-ROM contains an unsupported program,
WPS.EXE, for listing tasks, DLLs, and open files, as well as killing the
tasks and unloading the DLLs. The book "Undocumented Windows" by Andrew
Schulman, David Maxey, and Matt Pietrek (Addison-Wesley, ISBN 0-201-60834-0)
contains the programs WINTASK.EXE (which lists all tasks) and KILL.EXE (that
kills a task). I find WPS.EXE to be handier, but the MS DevLib is pricier
by about a 1/2 an order of magnitude than "Undocumented Windows".
